Anchored Evidence
HMIC anchors evidence packets to available public networks. The protocol is what HMIC ships; the network is selected per deployment. HMIC does not operate any specific network -- the operator chain is the property, the substrate is interchangeable.
Protocol, not operator
HMIC ships the anchoring protocol. The deployment selects the public network. HMIC does not operate, validate, or maintain any specific network.
Substrate is interchangeable
The validator network is a typed endpoint. Any public network that satisfies the typed contract is a candidate. Substrate selection is a deployment-time choice, not an architectural commitment.
Deployment freedom
Use what exists. If no available network fits the deployment's typed requirements, form one. The protocol survives substrate changes by construction.
Demonstration of execution
An HMIC production demonstration was anchored at btc block 950,259 with codebook canon v1.53 declared on-chain via OP_RETURN. This dated execution artifact shows the method on a public network without presenting that substrate as a permanent architectural commitment.
The same protocol runs against any available public network that satisfies the typed validator contract.
The protocol is what survives substrate changes. The substrate is what makes the demonstration real.

Open paper + reference implementation

ALCOA+ by Public Consensus states the proof semantics, threat model, privacy boundary, and regulated-use limitations. ALCOA RubberStamp v1.0.0 implements deterministic file-set commitments and verification as free MIT-licensed reference software. Both artifacts are versioned and published with SHA-256 checksums.
